To be sure of no understanding: http://nmt.homeip.net/?p=download works fine for me; consistently even.

http://nmt.homeip.net and http://nmt.homeip.net:8080 are exactly the same server.
The server itself only listens to 8080 but I configured the external router to forward external port 80 to 8080 internal.
I think you firewall, provider or router is blocking http traffic over port 8080. I think, when lots of people encounter this, I'll change the 8080 port to 80 in the Repository XML and external site links as well.
