I don't know if thats a good way of doing it, but I figured I would give it a try.

jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

Hi! Yeah your right, the installer is only able to upload HD part of themes when you install using a local file. I'll add support so you are able to choose which format you want to upload in a future version.

The folder structure should be:
/.config
/HD/*
/SD/*

Or

/_theme_/.config
/_theme_/HD
/_theme_/SD

(.config is optional of course)
I'll add an more robust check before uploading themes and an option to select HD / SD.
