You have to type:

mono "NMT Community Software Installer.exe"

Note the quotes! These are required because of the spaces in the filename.
No wine is required, just mono which came with ubuntu 8.10 is fine.
Perhaps you need to install a library called "libmono-winforms2.0-cil" to enable windows to created in Mono. I use Ubuntu 8.10 myself with the default Mono. Work alright here.
