You use Edcast to do this http://www.oddsock.org/tools/edcast/ Apparently this is useful for Spotify (which still isn't in Canada)

You could run a server on your PC such as Windows Media Encoder, in which case your PC would appear just like any other internet radio station. Input to the encoder would be your soundcard, which might have a microphone attached to it, or it could be sound files from an application like WMP or VLC.
